I am very much agreed with Kamal Ji that with this much of confidentiality it is very difficult to analyse the issue and give solution. What we can give, are the guesses only.
Any ways, what I can guess is that in this estimate you might be getting error CK869 (itemisation of cost does not match......) am I right? If so that means :
1. You have already released cost estimate for Higher level material (say FG) and you are trying to release the cost estimate of lower level material. In this case this error may come.
2. After release of cost estimate of lower material you have changed the Activity prices and now you are trying to calculate cost of higher material.
3. Costing lot size is too small as already pointed out by the other fellow.
