If you don't have multiple locations per city, just a thought, you can use City itself as LOCID1 and LOCCOD as EDI214 ( or something ). They will become your external locations.

Now you can have external to internal locations config with internal being your expected events locations ids.

But if you have multiple locations per city, then you should have additional pre-processing to figure out apart from having the external/internal config.
