we have assigned Inspection type 01 in material master for the inspection lots for the GRN Inspection.
Also, we have assigned Sample Drawing Procedure at inspection plan header as per below detail,

Physical sample created with 200 PCE quantity only. other two samples for operation 0020 and 0030 not created.
what is the reason for other two samples was not created ?
please provide your inputs.
