You need both license determination strategy and licenses. License determination will tell the system the license type required for the transaction whereas the license attributes of a license will help to determine the actual license under that license type applicable for the transaction.
You maintain licenses for ECCNs/ICCNs and you classify your product with these ECCNs or ICCNs. This is how these two are linked with the exception of few license types where you maintain product as well, as a attribute of license.
