Flavor not getting transported

All,

I have created a new flavor in Development System (Tcode - SU3). In order to move it to QA system, I locked it in a transport and imported into QA but the flavor did not get transported. Any idea what am I missing.

I have done this process for almost 25-30 flavors and have not seen this kind of issue.
