This subject has been discussed and answered in this forum countless times. You have been a member here for many years; I have a hard time understanding how you could have missed all of these discussions.
Your sales order has a 'Make To Order' requirements type. This means that the only stock that can be used to supply this order would be stock that is specific to the Sales order order/item ('Customer Stock, type 'E'). Since you have none of this stock on hand, the delivery cannot be created and the order cannot be Goods Issued.
Either change the 22 pieces to customer specific stock, or change the requirements type in the order to a 'Make to Stock' requirements type. Or, you could just receive the appropriate production order into stock, that receipt will be specific to the Sales order that you want to deliver.
